The Government of Andhra Pradesh has announced a collaboration with IBM, BharatGen and NxtGen to build a Swadeshi AI Stack, a sovereign technology framework aimed at delivering citizen-centric AI services in Telugu and other Indian languages.
The initiative is designed to strengthen governance, improve service delivery across priority sectors and position the state as a leader in responsible and applied AI.
Under the partnership, IBM will provide expertise in data and AI, hybrid cloud, automation, governance and security to help design and operationalise the stack.
BharatGen will contribute sovereign, multilingual foundation models developed in India, forming the intelligence layer of the platform with native support for Telugu and other Indian languages.
NxtGen will provide India-hosted sovereign cloud and GPU infrastructure optimised for AI training and inference, ensuring compliance with data localisation and security requirements.
The Swadeshi AI Stack aims to unify AI models, government and other datasets, software platforms and deployment tools within a single framework that can run on sovereign cloud platforms or on-premises data centres.
The government said the platform will enable hyper-personalised public services while retaining full control over data, operations and governance within Indian jurisdiction.
“This collaboration marks an exciting step toward creating a sovereign, citizen-first AI ecosystem rooted in India’s languages and values. Together, we are laying the foundation for secure, inclusive and hyper-personalised public services that will position Andhra Pradesh as a national leader in responsible and applied AI,” said. Nara Lokesh, Minister of IT, Electronics and HRD, Government of Andhra Pradesh.
Sandip Patel, Managing Director, IBM India and South Asia, said sovereign models and GPU infrastructure are critical to scaling government AI adoption while meeting local needs.
“BharatGen is committed to support AI infrastructure by building text, speech, and vision models for 1.4 billion people across 22+ Indian languages,” said Professor Ganesh Ramakrishnan of BharatGen. A S Rajgopal, MD and CEO of NxtGen, said sovereign infrastructure is essential for population-scale AI adoption and cost-effective delivery of citizen services.
The move aligns with Andhra Pradesh’s broader goal of fostering a startup ecosystem around applied AI, building digital public infrastructure and enabling inclusive, scalable AI adoption across the state.
