The Bihar government has signed memorandums of understanding (MoUs) with Google, Microsoft, CoRover (BharatGPT), and Sarvam AI to accelerate its AI roadmap, marking a significant step towards building an AI-driven governance ecosystem.
The non-financial partnerships will focus on technical expertise, capacity building, innovation support, and knowledge sharing to strengthen AI adoption across governance, education, and workforce development.
Under the collaborations, Bihar plans to roll out AI-based skilling programmes for government officials, teachers, and youth, while promoting AI awareness among school students to create a future-ready talent pipeline. The initiative aims to equip citizens with practical AI skills while supporting the state's broader digital transformation agenda.
As part of the collaboration, CoRover will provide technical guidance, training support, and innovation expertise to strengthen Bihar's AI ecosystem.
The state's skilling programme seeks to build AI capabilities among government employees, educators, and young professionals while encouraging AI literacy from the school level onwards.
Alongside the industry partnerships, the Bihar government is in the final stages of drafting its own Artificial Intelligence Policy, which will provide a structured roadmap for AI adoption across governance, education, and industry. The policy has been prepared following consultations with technology companies, industry leaders, and academic experts to establish a framework for responsible AI deployment.
To strengthen research and innovation capabilities, Bihar is also collaborating with the Indian Institute of Technology (IIT) Patna to establish an advanced IT and AI research centre along with a state-of-the-art research laboratory. The initiative is expected to promote deeptech research, support startups, and build a robust AI innovation ecosystem within the state.
The government also plans to leverage its existing data centre as the backbone for AI-enabled government applications, while future AI-powered services will increasingly utilise cloud-based technologies to improve efficiency and scalability. Officials believe the AI initiatives will enhance public service delivery, improve the implementation of welfare schemes, attract technology investments, create employment opportunities, and position Bihar as an emerging destination for AI and digital innovation in India.
