The Government of Meghalaya has signed a Letter of Intent (LOI) with Elon Musk-owned Starlink to expand digital connectivity across the state, particularly in remote and underserved regions.

The partnership is part of the state’s broader vision to build a $10 billion economy by 2028, with a focus on digital infrastructure.

Meghalaya Chief Minister Conrad K Sangma, speaking at the signing event via video conference, highlighted the persistent challenge of last-mile connectivity. “While the government has been expanding optical fibre networks that reach remote villages, schools, and healthcare centres remains time-intensive due to Meghalaya’s difficult terrain,” he noted.

He added that connectivity enabled by Starlink can have a transformative impact, whether it is improving healthcare access, enabling education, or supporting livelihoods.

Satellite-based internet is increasingly being seen as a viable alternative to traditional infrastructure in regions where laying fibre or building towers is difficult. Meghalaya’s hilly geography and scattered habitations have long posed challenges for conventional connectivity models.

SpaceX President and COO Gwynne Shotwell, who attended the signing virtually, said, “The collaboration aligns with Starlink’s mission to connect underserved communities.” She noted that the initiative could significantly improve access to education, healthcare and economic opportunities in remote areas.

State officials also emphasised the potential impact across sectors such as governance, disaster management, and rural development. Sampath Kumar, Additional Chief Secretary and Development Commissioner, said, “Improved connectivity will enable better service delivery and support citizen-centric governance.”

The move comes amid a broader push by Indian states to adopt satellite internet solutions. Earlier, in November 2025, Maharashtra signed an agreement with Starlink to roll out satellite-based connectivity, particularly in rural and underserved regions. Goa also partnered with the company in January this year to strengthen digital infrastructure with a focus on disaster resilience and smart governance.

For Meghalaya, the collaboration also ties into its ambitions to position Shillong as a regional hub for IT and digital services. The government is exploring initiatives such as data centres and emerging technologies, including artificial intelligence, to accelerate growth.
