The Ministry of Electronics and Information Technology (MeitY) has reportedly narrowed the race to build its proposed agentic AI platform to CoRover and Kyndryl Solutions, with the government planning to test the technology first through DigiLocker.

According to Moneycontrol, MeitY plans to first implement the agentic platform on DigiLocker. The agent is expected to help users find and share documents, manage their digital document records, and retrieve information, subject to authentication and user consent.

The AI agent will be designed as a reusable “ask, do and escalate” framework that can answer citizen queries, carry out transactions, and hand off complex issues for human intervention.

Other than CoRover and Kyndryl Solutions, TCS, NEC Corporation, Cactus Technology Solutions, and Innefy Labs bid for technical evaluation for MeitY’s proposed agentic AI platform under the National e-Governance Division (NeGD).

“This initiative is part of NeGD’s broader effort to create sustainable institutional capacity for AI within government by creating a dedicated team which will address AI-specific problem statements across domains such as citizen services, analytics, process optimisation, and automation,” the tender for technical evaluation issued on August 10 read.

The DigiLocker implementation is planned over four months, followed by 12 months of operations and maintenance. MeitY’s larger plan is to build the underlying technology as a reusable framework, so that similar agents can be deployed across other government services without developing a separate system from scratch.

The architecture is expected to support Parichay and DigiLocker authentication, consent management, and audit trails. It will also support multiple Indian languages and different deployment models, including SaaS APIs and on-premises infrastructure.
