Mumbai-based Cactus Technology Solutions has won a contract from the Ministry of Electronics and Information Technology's (MeitY) National e-Governance Division (NeGD) to build an AI-powered procurement authoring platform for government departments.

The platform will help officials prepare Requests for Proposals (RFPs), Requests for Quotations (RFQs), Expressions of Interest (EOIs) and other procurement documents by using AI to draft, review and validate content. It is intended to streamline procurement workflows while keeping human oversight at the centre of the process.

The award comes weeks after Cactus Technology Solutions and Kyndryl Solutions emerged as the only two technically qualified bidders for the project. According to official records cited by Moneycontrol, Cactus secured a perfect score of 100 in the quality-and-cost-based selection evaluation, ahead of Kyndryl, which scored 85.36. Cactus also submitted the lower financial bid of ₹2.27 crore, compared with Kyndryl’s ₹2.86 crore.

The procurement process narrowed significantly during the technical evaluation. While Cactus and Kyndryl qualified for the final stage, CoRover was disqualified after submitting its financial bid as part of its technical proposal, while Innefu Labs and NEC Corporation India failed to secure the minimum qualifying marks.

“Winning this mandate for NeGD’s AI-based RFP Authoring Tool project is a proud moment for our team at CACTUS. With government procurement representing nearly 22% of GDP, and RFP creation today requiring significant technical know-how, there's a real opportunity to bring efficiency and transparency to the process,” Akhilesh Ayer, CEO of Cactus Technology Solutions, told Moneycontrol.

“We look forward to building a solution with robust security guardrails at its core, leveraging our experience delivering AI products in complex, regulated environments, ensuring this initiative delivers real impact at scale,” he added.

Once deployed, NeGD intends to roll out the platform across ministries and departments, providing officials with an AI-assisted tool to draft, review and standardise procurement documents. The project is expected to improve consistency and efficiency in public procurement while ensuring final decisions remain with government officials.
