Persistent Systems has signed an agreement to expand its presence in Eastern Europe by integrating a team of more than 90 professionals from Estonia-based software engineering and IT consulting firm, Concise, as the Pune-headquartered IT services company looks to strengthen its AI-led transformation capabilities in Europe.

The transaction, which remains subject to closing conditions, will give Persistent new delivery centres in Tallinn and Tartu, and deepen its nearshore delivery capabilities for European clients, according to a company statement issued on June 1.

The move comes as enterprises increase spending on AI-enabled operations, automation and digital infrastructure modernisation, prompting technology services firms to expand local delivery capabilities and specialised engineering talent in key markets.

Persistent said the addition of the Concise team would strengthen its expertise in AI-led product engineering, distributed systems and cloud-native technologies. The company also expects the deal to enhance its capabilities in sectors such as mobility, logistics, smart infrastructure and connected ecosystems.

While financial details of the transaction were not disclosed, the company said the expansion would strengthen its European nearshore delivery model and support customers undertaking large-scale platform modernisation and AI adoption programmes.

The company is also seeking to deepen its relationship with a strategic customer in the enterprise mobility segment through expansion.

“Enterprises are increasingly rearchitecting core systems and digital infrastructure to support AI-enabled operations, automation and globally connected business environments. This is accelerating demand for partners that can modernise complex operational systems, integrate AI into critical workflows and support globally distributed operations at scale,” said Kuljesh Puri, Executive Vice President of Communications, Media and Technology at Persistent.

The acquisition reflects a broader trend among Indian IT services firms to strengthen their European delivery networks and domain expertise as clients seek regionally aligned technology partners capable of supporting AI deployments while meeting governance and regulatory requirements.
