Uttar Pradesh is doubling down on its ambitions to become India’s next deep-tech powerhouse, with Chief Minister Yogi Adityanath directing officials to prepare a comprehensive roadmap for robotics, artificial intelligence (AI), quantum computing, semiconductors, and other emerging technologies. Central to this vision is the development of Park for Robotics, Artificial Intelligence, GPU Clusters and Advanced Technical Innovation (PRAGATI), a 75-acre integrated robotics and advanced manufacturing cluster in Noida, alongside two deep-tech innovation hubs in Noida and Lucknow.
During a review meeting of the Information Technology and Electronics Department, Adityanath said, “The ‘PRAGATI’ project to be developed in Noida will provide the state with a world-class foundation for robotics and advanced manufacturing, while the U Hubs being established in Lucknow and Noida will emerge as major centres of deep tech innovation by bringing research, innovation, startups, industry, investors and educational institutions onto a common platform.”
“Work should be carried out with the objective of making Uttar Pradesh not merely a consumer of new technologies, but a global centre for research, innovation and high-technology-based manufacturing,” he added.
The proposed PRAGATI park, to be developed over approximately 75 acres in Noida, is envisioned as India’s first integrated robotics and advanced manufacturing cluster.
The facility will house a robotics testing and certification centre, rapid prototyping and manufacturing facilities, AI compute infrastructure, GPU clusters, a motion capture lab, a physical AI data centre, startup incubation facilities, and co-working spaces. The project will also bring together global manufacturers, component suppliers, R&D centres, and specialised service providers within a single ecosystem.
According to the government, Noida was selected due to its strong electronics manufacturing base, proximity to Noida International Airport, Jewar, the Dedicated Freight Corridor, the Defence Industrial Corridor, and a well-established industrial and academic ecosystem. The state expects the project to generate over one lakh direct and indirect jobs while contributing more than ₹2,000 crore in gross value addition over the next five years.
Highlighting the broader vision, the Chief Minister said, “Artificial Intelligence and robotics are the principal foundations of the coming industrial revolution. Therefore, while world-class manufacturing infrastructure should be developed on one hand, a strong deep tech ecosystem promoting research, innovation and entrepreneurship should also be created on the other.”
He further stressed the need for collaboration across stakeholders, stating, “An effective coordination mechanism should be established among industry, educational and research institutions, startups, investors and technology experts so that new technologies can rapidly move from laboratories to industry, enabling Uttar Pradesh to emerge as a major hub for global technology investment.”
Complementing the manufacturing cluster, Uttar Pradesh will establish two U Hubs—one each in Noida and Lucknow—with an allocation of ₹100 crore in the 2026–27 state budget. The hubs are intended to function as centres of excellence that connect research institutions, startups, industry, investors, and academia.
The Noida U Hub will focus on quantum computing, semiconductor design, physical AI, robotics, defence technology, and advanced biotechnology, while the Lucknow U-Hub will specialise in applied AI, GovTech, healthcare AI, biosciences, and agri-biotechnology. Their operational framework has been designed by an expert committee chaired by the Director of IIT Kanpur after studying leading global deep-tech ecosystems.
The CM directed that the U Hubs should go beyond being startup workspaces. “A robust platform should be created where technologies developed in research laboratories are commercialised, innovation receives investment, and young people get opportunities to progress from research to entrepreneurship,” he said, adding that the centres should operate “entirely professional, result-oriented and aligned with global best standards.”
Recognising the need for skilled talent, Adityanath also called for large-scale training programmes in AI, machine learning, cybersecurity, cloud computing, semiconductors, and data science.
“Providing the youth of Uttar Pradesh with skills aligned to future technologies is the greatest need of the time,” he said, directing officials to develop world-class training and certification programmes aligned with industry needs through collaboration between educational institutions and industry.
The state also plans to revise its Information Technology Policy to make it more investor-friendly and employment-oriented, while expanding the IT ecosystem beyond Noida and Ghaziabad into tier-2 and tier-3 cities.
“The Information Technology Policy should be made more practical, investor-friendly and employment-oriented in accordance with changing global requirements,” the CM said. “The expansion of the IT industry should not remain confined to Gautam Buddh Nagar and Ghaziabad but should extend to tier-2 and tier-3 cities.”
He added that the policy’s primary objective should be employment generation. “The fundamental objective of the policy should be to create the maximum possible quality employment opportunities for the youth of the state. Local youth should be encouraged in skill development, internships, research, innovation and patents. At the same time, processes related to land, infrastructure and other approvals should be made simple, transparent and time-bound for investors."
The announcements build on Uttar Pradesh’s recent push into AI, semiconductors, and data centres, positioning the state as a destination for high-tech manufacturing and digital infrastructure investments.
