The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, has approved a ₹176.83 crore disaster recovery-cum-data centre in Keonjhar to strengthen the state’s digital infrastructure and ensure continuity of essential government services during cyberattacks, technical failures and natural disasters.

The Odisha State Data Centre (OSDC) will be established on the south campus of Dharanidhar University in the district. It will serve as a geographically separate backup and recovery facility for the state’s primary data centre in Bhubaneswar.

The facility is designed to help restore critical digital services if the primary data centre experiences a major disruption. By maintaining a separate recovery site, the state aims to reduce its dependence on a single location for storing and making government data and digital services available.

The proposed centre will have independent power supply, cooling systems, network connectivity and computing infrastructure. It will also include storage facilities, backup systems, networking equipment and cybersecurity arrangements to support recovery operations.

The project will incorporate secure data replication, centralised monitoring and cyber-recovery mechanisms. These systems are intended to enable the facility to function independently of the primary data centre during a disruption.

As states increasingly depend on digital infrastructure to deliver public services, data availability and disaster recovery are becoming key components of government technology planning. The Keonjhar facility is expected to strengthen Odisha’s capacity to maintain essential digital services during infrastructure outages and other emergencies.
