The Digital India BHASHINI Division (DIBD), under the Ministry of Electronics and Information Technology (MeitY), has signed a memorandum of understanding (MoU) with the Assam Innovation & Startup Foundation (AISF) to promote language technology, generative AI solutions, and multilingual digital services across Assam.
The partnership aims to expand access to digital services in regional languages while strengthening Assam’s startup and innovation ecosystem by adopting AI-powered language technologies.
Under the collaboration, DIBD and AISF will work together through the BHASHINI Rajyam initiative to integrate BHASHINI’s language translation and voice technologies into AISF’s programmes, platforms, and public-facing services. The initiative will focus on enabling multilingual access to government and innovation-related services, enhancing translation capabilities in Assamese and other local languages, and developing voice-enabled applications.
A key objective of the partnership is to encourage startups, entrepreneurs, researchers, and academic institutions in Assam to build multilingual AI solutions using BHASHINI’s language technology stack. The collaboration is expected to create opportunities for innovators to develop AI applications tailored to local linguistic and regional needs.
The two organisations will also work to collect, curate, and enrich linguistic datasets through the Bhashadaan platform. These datasets will help improve the quality and accuracy of language AI models while supporting the development of more inclusive digital solutions.
As part of the agreement, BHASHINI will provide AI-driven translation services, technical support, training, dashboards, and API integration assistance.
It will also customise language models to better capture regional dialects and linguistic nuances while continuously improving translation quality through machine learning and user feedback.
AISF will help identify language requirements across the state, prioritise languages for translation services, and facilitate participation from startups, innovators, research institutions, and ecosystem stakeholders.
The partnership is expected to support the wider adoption of multilingual digital solutions across sectors, improve digital inclusion, and expand access to emerging technologies for citizens and institutions in Assam.
Commenting on the collaboration, Amitabh Nag, CEO, Digital India BHASHINI Division, said in a statement, "Through this partnership with the Assam Innovation & Startup Foundation, we aim to empower startups, innovators, and entrepreneurs to build impactful multilingual AI solutions that address local needs and create real-world value."
The collaboration reflects a broader push by the government to leverage AI and language technologies to make digital services more accessible.
