Meta has launched WhatsApp Business Tools MCP, a new tool that lets AI agents help businesses set up and manage WhatsApp Business messaging. The tool can handle several setup tasks across business accounts, phone numbers, templates, and API settings.
The tool connects AI coding agents including Claude, Cursor, Codex, and ChatGPT to the WhatsApp Business Platform. According to the company, a developer can describe what needs to be set up, and the agent can then handle tasks involving business accounts, phone numbers, message templates, and API calls.
Meta said that the agent can check whether a business has accepted the required terms of service, create a WhatsApp Business account, add a phone number and verify it using a one-time password. It can then register the number for WhatsApp's Cloud API.
The agent can also create or edit WhatsApp message templates and provide links to their approval status. Developers can use it to send test messages and set up callback URLs and field subscriptions for webhooks.
Meta said the tool checks requirements such as a payment method and Business Verification during setup. If something is missing, the agent can deep-link the developer to the relevant step.
Meta said users sign in through Facebook Login for Business and give the tool specific permissions. Before a tool runs, the system checks whether the user is an administrator of the app, identifies the connected business, and confirms if the required terms of service have been accepted.
The company said read operations run under the user's own viewer context and that every tool invocation is logged. Actions that change account state require an authenticated person rather than an app-level credential, Meta said.
Meta said WhatsApp Business Tools MCP is currently discoverable on Claude, Codex, and ChatGPT. The company noted separately that Meta Business Messaging MCP, a different tool, is rolling out gradually and may not yet be available to everyone. The company said the release is intended for development and testing workflows rather than production sending at scale.
Meta's WhatsApp Business Tools MCP works alongside its Meta Social Technologies MCP, which helps developers discover Graph API endpoints, troubleshoot errors, and search documentation.
