Odisha has cleared technology projects worth ₹1.45 lakh crore across data centres, artificial intelligence and semiconductors, as the state looks to build out its digital infrastructure and position itself as an emerging technology hub.
The projects were approved at the 46th meeting of the High-Level Clearance Authority (HLCA), chaired by Odisha Chief Minister Mohan Charan Majhi. The technology projects are expected to create more than 5,100 jobs.
Data centres account for the bulk of the technology investment pipeline, with four major projects proposed across Khordha, Puri and Cuttack.
High Density Datacentre Ltd will invest ₹1.04 lakh crore to establish an integrated data centre in Khordha, making it the largest technology investment cleared in the latest HLCA meeting.
HCL Technologies has proposed a ₹14,257 crore AI-optimised data centre in Khordha, while Sentraforge AI plans to invest ₹22,634 crore in an AI data centre and global capability centre in Puri.
RKD Construction has proposed another data centre in Cuttack with an investment of ₹1,500 crore.
Together, the projects signal Odisha’s attempt to expand beyond conventional IT services and build infrastructure for AI and data-intensive computing.
The state has also cleared a ₹2,078 crore semiconductor project from SicSem for manufacturing, fabrication and packaging facilities for silicon carbide wafers and gallium nitride.
The semiconductor investment adds a manufacturing component to Odisha’s broader technology push, alongside the state's growing focus on data centres and AI infrastructure.
The technology approvals form part of a much larger investment pipeline cleared at the HLCA meeting.
In total, the authority approved 27 projects representing ₹2.47 lakh crore in proposed investments, with the projects expected to generate more than 50,000 jobs.
Technology projects spanning data centres, AI and semiconductors accounted for around ₹1.45 lakh crore of the total investment pipeline.
The approvals come as Odisha seeks to strengthen its position in digital infrastructure, AI, semiconductor manufacturing and technology-enabled services, with Khordha, Puri and Cuttack emerging as key locations for the new projects.
