15 Indian Govt Leaders Leading AI-Backed Public Sector Transformation

Pramod Varma

Former Chief Technology Architect, Aadhaar; Advisor on Digital Public Infrastructure

Pramod Varma

Pramod Varma is the Chief Architect of Aadhaar, India’s digital identity programme that has successfully covered more than 1.3 billion people, and also the Chief Architect behind India Stack layers including eSign, Digital Locker, UPI, and DEPA—systems that now work at a population scale across India. He played an integral role in architecting India’s digital health infrastructure and vaccination infrastructure including CoWIN and DIVOC, enabling large-scale public service delivery during critical periods.

Varma is currently Co-Founder and Chief Architect of Networks for Humanity, a global non-profit co-founded with Nandan Nilekani. The organisation is building open digital infrastructure for identity, payments, assets, and commerce—extending the design principles of Aadhaar and UPI and applying it to global AI-era commerce and financial systems.

Speaking on AI’s potential, Varma has said, “We will see a UPI moment in India for generative AI through the usage of AI, more than the production of AI.” He believes AI will bring 300-500 million low-income Indians into the transaction and interaction economy.

His work on DPI architecture, built on consent-based, privacy-preserving frameworks and open protocols, forms the foundation rails on which India’s AI ecosystem is scaling.
