AIM presents its annual compilation of the most influential government leaders in AI in India for 2025—a carefully curated list of officials actively shaping the future of artificial intelligence in India from within the corridors of power. This year’s selection brings together a diverse mix of public servants: Union ministers and state chief ministers, IAS officers and scientists, defence chiefs and digital health architects, academic directors and policy advisors who have played a defining role in how India builds, governs and deploys AI at scale.
From steering the ₹10,372 crore IndiaAI Mission and establishing sovereign LLMs to advancing AI in defence warfare, agricultural digital infrastructure and population-scale healthcare delivery, these leaders stand out not just for the programmes they have launched or the institutions they lead, but for how they have firmly put AI on India's national agenda—and keeping it there.
While some have pushed the boundaries of indigenous compute infrastructure and foundational model development, others have worked to bring AI into critical areas such as public health, smart governance, civil service capacity building and precision farming. Many have had to wrestle with hard questions about responsible AI, data sovereignty, ethical deployment, privacy-preserving frameworks and the role of automation in a democracy of 1.4 billion people. Their decisions—made in Cabinet rooms, ministry offices, IIT laboratories and state secretariats—have helped move both the conversation and the country forward.
India’s AI journey is still unfolding, but it is being shaped every day by individuals like the ones on this list. These are the officials asking the right questions, building the right foundations and leading in ways that will determine whether India becomes a global AI power—or merely a consumer of one.
