Rajasthan on Thursday entered India’s semiconductor manufacturing ecosystem with the inauguration of its first semiconductor plant in Bhiwadi, marking a major push toward electronics and chip manufacturing in the state.
The semiconductor ATMP/OSAT facility of Sahasra Semiconductors, along with the Electronics Manufacturing Cluster (EMC) developed by ELCINA at Salarpur, Khushkhera, was virtually inaugurated by Ashwini Vaishnaw in the presence of Bhajan Lal Sharma and Bhupender Yadav.
Calling it a “historic day” for Rajasthan, Ashwini Vaishnaw said the state’s entry into semiconductors marked its participation in a strategically critical industry with growing geopolitical significance.
The minister highlighted India’s rapid growth in electronics manufacturing over the last 12 years, stating that production has increased six-fold to nearly ₹13 lakh crore, while exports have reached around ₹4.24 lakh crore. He added that mobile phones have now become India’s top export commodity.
Vaishnaw credited the growth to initiatives such as Make in India, Digital India, Atmanirbhar Bharat, the Indian Semiconductor Mission (ISM), Production Linked Incentive (PLI) schemes, Electronics Manufacturing Clusters (EMC), and the Electronics Component Manufacturing Scheme (ECMS).
Chief Minister Bhajan Lal Sharma said Rajasthan had recently introduced its Semiconductor Policy in March 2026 and emphasised the state government’s plans to develop the Delhi NCR-adjacent region into a manufacturing hub.
Bhupender Yadav noted that while Bhiwadi was traditionally known for the automobile sector, the region is now emerging as a center for semiconductor and electronics manufacturing as well.
The newly inaugurated ELCINA Electronics Manufacturing Cluster has been developed across 50.3 acres with a project cost of ₹46.09 crore, including ₹20.24 crore in support from the Ministry of Electronics and Information Technology under the EMC scheme.
The cluster has already attracted planned investments exceeding ₹1,200 crore from 20 companies involved in semiconductor packaging, electronic components, EV parts, industrial electronics, RFID technologies, and air-conditioner manufacturing.
According to officials, 11 companies are already operational within the cluster, with cumulative investments of over ₹900 crore and employment generation for more than 2,700 people.
The semiconductor ATMP/OSAT facility developed by Sahasra Semiconductors has emerged as India’s first commercially operational memory packaging facility from the SME sector.
Built under MeitY’s SPECS scheme with an investment of over ₹150 crore, the facility currently has an annual packaging capacity of 60 million semiconductor units, including products such as Micro SD cards, NAND flash-based products, and Chip on Board (CoB) packaging.
The company plans to scale capacity to nearly 400–600 million units annually over the next two to three years.
Officials said over 60% of the facility’s production is already being exported to markets including the United States, Germany, France, Eastern Europe, China, and Nepal, positioning India as an emerging player in trusted global semiconductor supply chains.
