Keralam has unveiled an ambitious technology-driven growth strategy in its revised 2026-27 Budget, announcing a dedicated ₹50 crore fund for GenZ entrepreneurs, a pioneering Malayalam AI initiative, and a state-wide geospatial intelligence programme aimed at modernising governance.
Presenting his maiden Budget in the Legislative Assembly, Chief Minister VD Satheesan, who also holds the finance portfolio, acknowledged the state's fiscal challenges but outlined a long-term roadmap focused on innovation, entrepreneurship, digital transformation, and infrastructure development to build a “New Age Kerala.”
One of the headline announcements is a ₹50 crore programme designed to nurture young entrepreneurs and innovators. The initiative will connect GenZ talent with startups, research institutions, and innovation centres, while encouraging participation in emerging fields such as artificial intelligence, robotics, data science, the Internet of Things (IoT), and virtual reality.
The Budget also places significant emphasis on ensuring Malayalam remains relevant in the AI era. To ensure the language is not left behind as artificial intelligence systems evolve, the government has allocated ₹10 crore to create an open Malayalam language dataset and the development of indigenous AI models tailored to the language.
In a first-of-its-kind move, Keralam has established a dedicated Artificial Intelligence portfolio that will bring together AI policy formulation, startup promotion, research, innovation, and ethical oversight under a single framework. The minister in charge of the portfolio is PK Kunhalikutty.
Another major initiative announced in the Budget is Mission Geo Keralam, which seeks to integrate geospatial intelligence into governance and public administration. Under the programme, the Kerala State Remote Sensing and Environment Centre will be transformed into the state's nodal geospatial agency and will lead the development of an integrated Kerala Geospatial Intelligence System.
The proposed platform will leverage AI, spatial data, and real-time analytics to improve decision-making across government departments, making geospatial intelligence a core component of governance and public service delivery.
The announcements reflect Keralam's broader strategy of using technology, innovation, and entrepreneurship as key drivers of economic growth while simultaneously strengthening public service delivery and creating new opportunities for the state's youth.
